AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before national elections.
Testing Reveals Consistent Bias in AI Suggestions
The four chatbots evaluated by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog noted in a report released ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these parties, the study indicated.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The deputy head of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their political views, she added.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an election that will be closely watched around Europe for the showing of the PVV.
The right-leaning group of Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.
All major parties have rejected a coalition with the PVV, implying the party that comes second is highly probable to supply the future head of government.
Unintentional Bias Attributed to Chatbot Functioning
The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
